摘要
1999~2003年,北京市数个百万平方米规模的保障性住区在实施过程中出现资金亏损、覆盖人群不明、户型面积过大等问题,从2004年以后,北京市开始反思早期保障性住区建设中的问题和经验,调整和完善了保障性住房的政策机制,其中既包括适用于所有保障性住区的准入机制和建设标准,也包括专门针对大规模保障性住区进行的开发管理的政策改进。2006年以后新一轮的保障性住房建设中反映了政策机制完善对于早期问题的规避和解决。本文对分别于1999和2007年开始建设的北京市两个大型保障性住区进行了实证研究,从开发管理、建设标准、准入机制三个方面阐述了北京市保障性住房政策机制完善的过程和效果。
With the implementation of several large social housing communities in Beijing during 1999 to 2003, some problems were exposed. After 2004, the government reviewed the early social housing experiences and improved the policy mechanism to resolve those problems, The mechanism perfection could be taken into three parts: construction standards and eligibility within allocation were for all the social housing; development and management was made specially for large social housing projects. Under the improved policy mechanism, social housing communities after 2006 showed better effect on the above aspects. The paper chose two large social housing projects constructed from 1999 and 2007 to show the development of social housing mechanism, and the research focused on the three parts during the implementation process: development and management, construction standards, eligibility within allocation.
