On October 15, 2011, the Soft Law and Human Rights Research Center under the Law Schoolof the llO-year-old Shandong University was inaugurated. Luo Haocai, professor of Peking University and chairman of the China Society for Human Rights Studies, attended the opening ceremony. Luo is the initiator of soft law in China.' The founding of the center illustrates that Chinese legal researchers attach importance to soft law studies.
