During the Yan＇ an era in the historical environment of ＂popular enlightenment and rural revolu- tion＂ under the leadership of the Shaan-Gan-Ning border region government, Liu Zhiren as a peasant conducted reform and innovation of social festivities, made grassroots culture serve for politics, and achieved penetration and control by the government of the lower strata discourse through grassroots culture, made politics combine with grass- roots culture, and formed sound interactions between the government and civil society.
