计及电量效益的发电上网电价定价方法

THE PRICING METHOD OF POOL PURCHASE PRICE CONSIDERING THE UTILITY OF ENERGY

上网电价是我国当前进行厂网分开、竞价上网改革的重点。理想的情况下,上网电价应实行实时电价,但由于我国当前电力工业状况还不具备使用实时电价的条件,所以有必要提出一种简易有效的发电上网定价方法。文中从电力工业生产成本出发,考虑到我国电力工业的具体情况,利用经济学概念的长期边际发电成本方法,在考虑了容量成本、电量成本和容量效益的基础上,着重分析了电量效益对发电上网电价的影响,形成一种简易的方法。

Pool purchase price PPP is the pivot of the reform of the separation of the generation from the electric power network and the bidding for pool purchase today in China.Theoretically,spot price should be implem ented as PPP. However,it is not suitable now for the reason that itrequires advanced technologies,so itcom es upon to develop a simple and easy pricing method of PPP.This paper presents a simple and easy method for calculating PPP of generation market,starting from the costof the production of electric powerindustry,considering the material things of electric power industry in China, using the long run marginal cost method of generation in term s of economics,especially,analyzing the effect that utility of energy works on PPP on the basis of considering cost of capacity,cost of energy and utility of capacity.It puts forward the expressions and steps of calculation.
