摘要
上海市控制性详细规划的技术准则研究在道路交通方面,强调了综合优化、安全舒适、集约高效和差异化控制的规划导向。在理论分析和国内外案例分析的基础上,适度提高了道路间距和道路网密度,对机动车车速和线型进行了适当控制。常规公交方面主要落实了公交场站配置要求,在考虑集约利用土地的基础上适度压缩了公交场站用地标准,有利于用地紧张的情况下保障公交场站的可实施性。慢行交通在明确步行通道和自行车通道的技术标准的基础上,重点提出了慢行优先区概念,对慢行优先区内的车速控制、步行通道品质、宁静交通措施等方面提出了要求。
This study on regulatory planning technology criterion of Shanghai emphasized on the planning guidances of comprehensive optimization, safety, comfort, effectiveness and differential control There were several index adjusted in order to highlight the above guidances from the following aspects: the road span and road network density were increased, the motor vehicle speed were limited, the bus stations area standards were compressed in considering of the shortage of land resources, the concept of pedestrian and bicycle priority area was put forward including speed limit, pedestrian channel quality and traffic calming.
