摘要
通过对英国自然环境研究理事会等不同财政科研经费管理机构的调查,系统分析英国财政性科研项目在授予前的立项评审机制,包括项目构成、评审过程、评审标准、项目选择等。在此基础上,对英国财政性科研项目立项评审的特征进行总结和讨论。
Based on an investigation of public R＆D founding organizations such as the Natural and Environment Research Council （ NERC）, this paper analyzes the process of pre - award assessment for public R＆D funding allocations in UK, in cluding types of award, assessment procedures, and assessment criteria. On the basis of that, the paper summarizes and discusses the characteristics of the pre - award assessment for public R＆D funding allocations in UK.
