This paper used the theory of industrial ecology to describe the essential elements of industrial ecology and tech- nological constitute of the ecosystem services, specifically analyzed and discussed the support conditions such as industrial basis of development of technology services industry, the comprehensive scientific and technological strength, the market supply and demand, the quality of practitioners, the credit of institutions and public infrastructure facilities, and also some problems such as institutional environment, policy environment, economic environment, and cultural environment of the development of technology services, as well as the technological issues such as technological services of industrial cluster development
