以促进大学技术创新和高新技术产业化、不断提升大学的核心竞争力及切实推进国家知识产权战略有效实施的客观要求为标准,分析当前我国大学知识产权管理制度中存在的不足与缺失。从设立专门机构、配备专业管理人员、建立专项基金、全面强化保护、促进和激励科技创新成果获取与转化的视角,提出变革和完善我国大学知识产权管理制度的对策与建议。

According to the objective requirements of promoting university technology innovation and high - tech industrialization, continuously upgrading the core competitiveness of university and practically promoting the effective implementation of national intellectual property strategy, this paper analyzes the shortcomings and deficiency of current university intellectual property management system in China. It proposes some countermeasures and proposals on changing and improving Chi- nese university intellectual property management system from the perspective of establishing some specialized agencies, equipping with professional management personnel, establishing a special fund, fully enhancing protection, and promoting and inspiring the acquisition and transformation of technological innovation achievements.
