老工业城市政府功能定位研究——基于企业家政府理论的分析

Study on the Government Functional Orientation of the Old Industrial Cities——Based on the Theory of Entrepreneurial Government

长期以来,老工业城市在产业结构调整、资源开发利用、就业环境改善、人才素质提升等领域面临着诸多困难。而地方政府仍然存在着功能"越位"、"缺位"、"错位"等问题,制约着老工业城市的转型与可持续发展。因此,基于企业家政府理论对老工业城市政府功能予以合理定位:变"全能政府"为"有限政府"、变"低效政府"为"高效政府"、变"管制政府"为"服务政府",以有助于增强政府行政效能、推动老工业城市成功转型。

For a long time, there have been many difficulties in the process of industrial structure adjustment, development and utilization of resources, and improvement of employment environment and talent quality in the transformation of old indus- trial cities. Meanwhile, some problems are still found in regional governments such as function offside, vacancy and disloca- tion. Based on the theory of entrepreneurial government, this paper points out that the governments of old industrial cities should give a reasonable orientation to the government function： turning an all -round government to a limited one, turning an inefficient government to a high -performance one, and turning a controlling government to a service -oriented one.
