民营企业资源领域境外投资趋势、模式、问题与对策

The trends,patterns,problems and countermeasures of China's private sector's overseas investment in mineral resources industry

全球金融危机以来,国际经济格局正在发生重大变化。我国企业走出国门,进行海外矿产勘查开发方兴未艾,采矿业境外投资逐年增长,矿业国际化步伐加快,民营企业矿产资源领域境外投资和并购发展迅速。因投资管理体制、政策及内外部经营环境制约,民营企业在投资立项、核准、投融资及国际化经营运作中也存在不少问题、困难和障碍。文章分析了当前我国民营企业资源领域境外投资发展现状、趋势、模式特征以及存在的问题,提出新形势下支持民营企业"走出去",勘查开发"两种资源",开拓"两个市场"的政策建议。

Since the Global Financial Crisis, major changes have been taking place in the structure of the international economy. The trend of going abroad to carry out overseas mineral exploration and development has been growing for China＇s enterprises. As China＇s outbound mining investment increasing and the inter nationalization of mining industry accelerating year after year, China＇s private sector＇s outbound direct investment and M＆A also have been rising rapidly in mineral resources industry. Owning to outdated Overseas Investment Management System （OIMS）, policies and internal and external business environment con straints, there still exist many problems, difficulties and obstacles relating to investment project approval, investment finance and internationalization of the private sector＇s business operations. This paper analy zes current development conditions, trends, characteristics of patterns as well as existing problems of Chi na＇s Private Sector＇s Overseas Investment in Mineral Resources Industry and puts forward some sugges tions for supporting private enterprises to ＂go abroad＂, explore the ＂two kinds of resources＂ and develop the ＂two markets＂.
