菏泽市实行最严格水资源管理制度的实践与探索

Practice of implementing stringent water resources management system in Heze City

菏泽市是山东省建立最严格水资源管理制度的试点市之一,属资源性缺水、工程性缺水、水质性缺水并存的地区。该市围绕"三条红线"控制,通过高层推动、部门联动、行业驱动、上下互动、宣传发动等措施,推进最严格水资源管理制度建设的有序开展。同时,针对该市水资源管理中存在的主要问题,建议从蓄水、用水、取水、退水、节水、调水等方面采取措施,真正将最严格的水资源管理制度落到实处。

Heze City is one of the pilot cities of implementing stringent water resources management system,as it suffers from water shortage due to the lacking of water source,structure and poor water quality.Concentrating on the control system of ＂three redlines＂,specific measures for highlighting leadership,joint actions of varied departments,up-down interaction and publicity are implemented in order to promote implementation of stringent water resources management system.Regarding to main problems in water resources management in the city,specific measures related to water storage,water abstraction,water taking,returned water,water conservation and diversion are suggested.
