摘要
当前我国正处于经济快速增长和社会转型的新时期,不仅给防洪安全保障带来了更多的难题,而且提出了更高的要求。通过对安徽应对特大洪水、中小河流治理、城市洪涝灾害防治等方面进行调研,在对新时期水利改革发展的艰巨性、紧迫性与复杂性分析的基础上,结合安徽省实际情况,针对我国新时期面临的日趋严峻防洪形势,就增强应对特大洪水能力、稳步推进中小河流治理与夯实城市洪涝防治基础等问题进行了探讨。
High requirement is raised to flood control safety as China is entering into a period of fast growth and transition.Investigations are made on the aspects of how to deal with extraordinary flood,small and medium river control and urban flood disaster prevention etc.Discussions are made on how to enhance capacity of defending big flood,strengthen small and medium rivers and consolidate base of urban flood control,considering the difficulty,emergency and complexity of water issues in the new age and actual condition of Anhui Province as well as increasing challenges brought by flood control in the new age.
