It is the necessary requirement for non -public enterprises to participate in and serve social management so as to enhance and innovate in social management. In such enhancement and innovation, non- public enterprises con- stitute an important force to play an irreplaceable role to safeguard social stability and promote harmony between differ- ent social strata.
