第四大论题:企业决策 谁做主、谁把关 长期以来,企业的决策主要是由政府主管部门说了算。某个项目该不该上,某一笔钱该不该花,不是厂长当家,而是局长做主。结果,大量投资打水漂,不是厂长无知,而是局长胡来。 为什么企业的事情由局长说了算呢》因为局长的官比厂长大,或者。
