医学科技期刊“三审”制度存在的问题及对策

Problems existing in "the 3-manuscript-review system" of scientific medical journals

目的探讨现阶段医学科技期刊"三审"制度存在的问题。方法通过调查本编辑部和查询其他医学科技期刊有关编辑初审、专家复审、主编终审的相关文献,并进行分析和探讨。结果现阶段医学科技期刊的"三审"制度确实存在一些问题,如编辑初审的职责不清,专家复审审稿质量参差不齐,主编知识不能覆盖各个医学专业及主编不可能有足够的时间和精力对每篇论文均严格把关等。结论现阶段医学科技期刊的"三审"制度确实存在不少问题,但只要采取正确的应对措施,是完全可以逐步得到解决的。

Objective To investigate problems that exist in ＂the 3-manuscript-review system＂ of scientific medical journals. Methods Related papers that were found to have problems in the process of ＂the 3-manuscript-review＂ （ initial review or reading by editors, subject review by related specialists and final review by editor-in-chief） were sought out through the investigation of the editorial department and in-depth inquiry of other scientific medical journals, and then related problems were summed up and analyzed. Results Problems did exist in the current ＂3-manuscript-review system＂ of medical journals. For instance, the responsibilities of initial revi- ers were unclear; the quality of subject review by related specialists was varied or not uniform; the knowledge of the editor-in-chief was not wide enough to cover all medical professions or did not have enough time or energy to guarantee strictly the quality of all the papers. Conclusion The current ＂the 3-manuscript-review system＂ do have problems, however, if right approaches are taken, all the existing problems could be reduced or eliminated.
