公共事业管理专业人才能力体系构建及教改路向选择——基于能力本位理念的启示

Ability System Construction and Teaching Reform of Public Utilities Management Major:Based on the Competency-Based Concept

发轫于职教领域的能力本位理念,已成为指导当代教育改革与发展的新理念。借鉴扎根理论方法分析公共事业管理专业职业应备能力体系,可以发现激发教学主体的能动性,构建开放式的教学机制,推行研究性的教学方式,倡导发展性的教学评价等是构建公共事业管理专业人才能力体系的新路径。

The competency-based concept, derived from the vocational education, has become a new concept to guide the modern vocational education reform and development. Confronted with the gaps between different sectors of the public utilities management, the requirements for reformed syllabus, curriculum and instructional media as well as the needs for talents with high quality and all-round ability are to be urgently satisfied. The study, drawing reference from the research methods of grounded theory, analyzes 32 points of the ability system which well meet the demands of the occupation. Consequently, a new reform route consisting of inspiring the initiative of the students, constructing an open teaching mechanism, adopting research-based teaching methods and promoting development teaching assessment is put forward.
