摘要
大规模风电输送使电力系统面临若干挑战,风电消纳输配电价的制定与费用的分摊问题是影响风电发展的潜在障碍之一。基于增量分析方法,分析了大规模风电远距离输送给电力系统带来的增量成本,综合考虑增量成本的固定与变动属性以及成本波动的风险,建立了基于风险成本的大规模风电远距离输送的输电电价综合定价模型,并以甘肃风电远距离输送为例,验证了模型的有效性。
Large-scale wind power transmission confronts the power system with more challenges. The pricing of wind power transmission and distribution and the cost allocation is one of those potential barriers for the wind power devel- opment. Based on incremental analysis method, this paper analyzes the incremental cost incurred by the long-distance transmission of large-scale wind power. Then accounting for the fixed and variable properties of incremental cost and cost fluctuation risk, a risk-based comprehensive pricing model is established for the long-distance transmission of large-scale wind power, and a corresponding case in Gansu Province exemplifies the validity of the model.
