宏观调控和微观规制是国家在市场经济下的两种必要的经济职能 ,但这两者在形成原因、作用性质和作用对象方面却存在着差别。产业政策既不属于宏观调控 ,也不同于微观规制 ;它实际上是国家按照自己设计的产业结构来分配资源 ,其作用是干预市场对资源的配置。因此 ,国家在加强宏观调控和微观规制时 ,应审慎地推行产业政策。

The macro-economic control and the micro-economic regulation are two essential economic functions of the state in a market economy. However, the two are different in the cause of their formation,the nature of their roles and functions and in their objects of action. Industrial policy does not belong to macro-economic control, nor is it the sane as micro-economic regulation; it is in effect a mechanism by which the state allocates the resources according to the industrial structures it has designed. Therefor its role is to intervene in the market allocation of resources. In view of this, the state should apply a cautious industrial policy when strengthening macro-economic control and micro-economic regulation.
