本文提出 ,为了适应市场化与经济全球化的伟大变革 ,财政支农应将过去以粮食增产为主要目标转到农业可持续增收上。文章论述了转变财政支农目标的必要性及可持续增收的基本内涵 ,提出了实现这一终极目标应采取的财政政策与措施。

To suit the great change of marketing and economic globalization, the chief aim for finance to support agriculture should be shifted from production increase in grain to a sustained income growth in agriculture. Discussed in this article are the necessity of the above shifting and the main content of the sustained growth, and what fiscal policy and measures to be taken to achieve the ultimate aim.
