在调研基础上,大胆创新,提出"54133"工程,探讨了创先争优活动在高校基层党组织的实施方案,通过"54133"工程掀起"师生共建创先争优"行动高潮,创先争优逐渐成为师生员工共同的价值取向。

Based on the investigation, this paper creatively proposed the Project ＂54133＂, and discussed the implementation plan of the activity ＂creation of the first rank＂ for lower Party organization in a college. Through the Project ＂54133＂, the movement ＂creation of the first rank＂ for teachers and students was started. As a result, the ＂creation of the f＇trst rank＂ gradually became the common view of value in the staff and students of the college.
