摘要
为进一步明晰轨道交通车辆项目中车辆、牵引供货商的合同责任,避免业主单位陷于多头管理的困境,结合城轨装备国产化、招投标、进口免税相关政策,对车辆、牵引项目提出"分招统签"的招标模式建议,对国内城市轨道交通业主单位在车辆、牵引项目的招标及合同管理上有所帮助。
In order to further clarify contractual liability of supplier to rail project vehicle and traction system, to avoid the employer caught in the plight of multiple supplier management, the author suggests an invite tenders mode of Tendering by Lots and Contract Signing as a Whole for the vehicle and traction project based on the localization, tendering and bidding, import tax policy and experiences, in order to help employers involving in the newly-boomed sector of urban rail transit vehicles for tendering and contract management over vehicle and traction project.
