摘要
本文介绍了陕西省地勘局、队两个层次企业化经营的作法。局级主要是实行“一院两公司” ,组建的公司按企业机制运作 ;队级主要实行模拟股份合作制改制、剥离后勤服务部门、精减机构等改革。同时介绍了相应的配套改革措施 ,如每年从地勘费中切出一块作为资本金注入 ,实行全员聘用制和按劳按资相结合的分配制度等。
The paper introduces the practice of running the two levels including bureau and brigade on commercial basis in Shan Xi Provincial Bureau of Geology and Mineral Resources. In the level of bureau, mainly carried out “one institute two companies”, run organized companies as enterprises; In the level of brigade, mainly carried out mock share cooperative system, stripped rear-service department and simplified the administrative structure. Meanwhile, the paper introduces relevant supporting measures such as taking part of geological prospecting expenses as registered capital, carrying out employ system of the whole staffs and workers, distribution system according to labour and qualification, ects.
