基于均衡阶层话语权的社会稳定分析

On Balanced Discourse Power of All the Levels and Social Stability

阶层话语权之所以重要,是因为它作为公民的基本权利,是影响公共政策形成的重要因素,也是社会各阶层的利益诉求得以实现的重要手段。阶层话语权均衡,则公共政策公正、有效,利益分配合理,社会稳定;反之,阶层话语权失衡,公共政策失效,利益分配失调,社会失序。当代中国社会阶层话语权的失衡是造成"社会排斥"与"凝固化"现象、引致社会断裂与社会失序的根源,是影响社会稳定的源头所在。

As a fundamental right of the citizen, discourse power of the levels is an important factor affecting the formation of public policies, and an important instrument for the realization of the interest demands of all the levels. There would be effective and fair public policies, rational distribution of benefits and harmonious society if discourse power of all the levels is balanced, conversely, if discourse power of all the levels is imbal- anced, there would be ineffective and unfair public policies, irrational distribution of benefits and inharmoni- ous society. As a result, the imbalance of all the levels in contemporary Chinese society is the very source leading to ＂social exclusion＂, ＂solidification＂, social broken and chaos, and the source influencing social stability.
