The Analysis and Policy Suggestions of the Impact of Price and the Resource Tax Reform on Natural Gas Industry

天然气产业变得越来越重要,了解国家对天然气产业的监管和干预对国家供气安全的长期影响是非常必要的,近年来我国天然气价格领域和资源税费领域改革取得了重要进展。回顾我国天然气价格规制和资源税费改革的历史,用因果回路图(Casual Loop Diagram,CLD)作为分析工具,分析价格规制和资源税费改革对天然气产业的影响,根据分析结果提出促进我国天然气产业发展的价格规制和资源税费改革建议。

As natural gas industry becomes more and more important, it＇s very necessary to understand the long-term impact of national supervision and intervention of natural gas industry on national gas supply security. In recent years, China has made important progress in the field of natural gas pricing and the resource tax reform. The paper reviews China＇s natural gas pricing regulation and the history of the resource tax reform, uses the Casual Loop Diagram as a tool of analysis, and analyzes the impact of price and the resource tax reform on natural gas industry. According to the results of analysis, it puts forward some suggestions on pricing regulation and the resource tax reform that can promote the development of China＇s natural gas industry.
