政治过滤:台湾两岸新闻交流政策法规研究

Political Filtration:Study on the Taiwan's Policies and Statutes in the Cross-Strait Journalism and Communication

台湾有关两岸新闻交流的政策法规从制定立场到整体面貌,均蕴含着政治过滤的原则。在法规文本中体现为政治防范、资格审查、数量限制、政治立意等多重话语特征。这些法规一方面给予两岸新闻交流以法律保障,同时这些限定性特征也是导致两岸新闻交流失衡的重要原因。本文在客观分析的基础上为未来两岸新闻交流政策的制定提供建设性意见。

The principle of political investigation runs through the appearance and consideration of Taiwan＇s policies and statutes in the Cross-Strait journalism and communication. It consists of multiple discourses within the specific texts including political precaution, qualification, number limits and political intention. These policies and statutes legislatively authorize and guarantee the Cross-Strait journalism and communication. However, these restrictive features mentioned above bring about, to a great extent,the unbalance of communication between Taiwan and mainland. Based on its objective analysis the paper makes some suggestions for the future decision-making on the Cross-Strait communication.
