The middle-income trap is a serious topic for our country to enter high-income stage from the middle-in- come. Deveolping newly emerging industries of strategic importance is advantageous for us to eVade this stage sue- cessfully. In order to deveolpe new industries of strategic importance,we must combine foreign technique with do- mestic innovation for upholding the strategic new industries, build diverse investment system for speeding the new industries＇ growth in strength, value a regional coorperation for promoting new industries of strategic importance to deveolp positively, create the industry chain for raising the managing standard of new industries of strategic impor- tance and strengthen the organizational leadership for the strategic newly emerging industries by means of pro- gramme.
