通过综摄法,提出建立完善的器官捐献及获取系统;完善器官获取组织职责;加大宣传力度;建立专户,实施专管专用;加强人文关怀;建立并推动"心死亡"器官捐献;推广"脑死亡"及相关立法,加强器官获取行为的公信力和执行力,提高我国公民器官捐献率,使我国的器官移植事业走上一条可持续发展之路。

Through synectics method, setting up a perfect organ donation system, perfecting OPO＇s duties, strengthening propaganda, establishing special account for organ transplant business only, strengthening humane care, to establish and promote donation of cardiac death and to promote ＂brain death＂ and legislation were proposed in order to strengthen the credibility and execution of organ procurement, enhance the rate of organ donation, and make the organ transplant business develop sustainably.
