北电网络的总裁兼首席执行官JohnRoth在 1999年日内瓦电信展上就电信业即将进入新千年之际 ,Internet引发的巨变为题作了演讲。演讲人认为 ,今后几年必须提高网络的可靠性 ,保证信息的安全 ;要对网络进行有效的调整 ,提高传输质量以适应业务性质的变化和业务量的快速增长 ;要降低网络成本 ,提高接入速率 ,以改善网络运营的经济效益。演讲人最后强调 ,要加快网络建设速度 ,而且必须缩小地区间差距才能建成在全球有效运行的网络。
