当前,如何加快推进政府行政管理体制改革,实现政府职能重构,已成为我国经济社会整体转型的现实要求。公立医院改革是我国医疗卫生体制改革的核心乃至关键环节,只有把公立医院改革提升到体制改革的层面,实现政府医疗卫生服务管理职能的重构与转变,才能推动公立医院管理体制和治理结构改革,也才能构建与市场经济体制和社会需求相适应的基本医疗卫生制度,从而实现全社会医疗福利最大化的医改的最终目标。
