进入21世纪,随着全球工业化进程的加速,人类生产和生活造成的能源安全和全球气候变暖问题受到国际社会的广泛关注。在一系列的应对方案之中,旨在降低人类活动造成的碳排放的"低碳"发展模式,在世界范围内得到普遍的认同,并成为新时期人类发展的目标。四川省作为我国西部重要的人口与生态资源大省,实施低碳经济发展战略,有利于其摆脱仅仅依靠资源消耗的线性增长拉动模式,有效缓解四川的工业生产对自然生态环境的破坏状况,最终实现四川的可持续发展。本文基于数据包络分析(DEA)的研究方法,利用四川省近几年的相关数据,对四川省低碳经济发展效率进行评价。从评价的结果来看,"十一五"期间四川低碳经济发展效率不高,高能耗、高污染、高排放的粗放型经济增长方式还没有得到转变。为了进一步提高四川低碳经济发展水平,本文从调整和优化产业结构,发展具有低碳特征的产业、大力发展低碳技术,提高低碳经济发展的整体效率、建立完善政策法规与机制等方面提出相关政策建议。

In the range of response options aimed at reducing carbon emissions caused by human activities. ＂low-carbon＂ development model, has been generally recognized in the world, and has become the goals of human development in the new era. As an important ecological resources province in western China, Sichuan should implement the low-carbon economic development strategy in order to get rid of relying solely on the consumption of resources, alleviate the destruction of natural environment, and ultimately to achieve sustainable development. This article applies, the DEA method in an objective manner on to evaluate low-carbon economy efficiency of Sichuan. From the results of the evaluation, in the period of the Eleventh Five-Year Plan, Sichuan low-carbon economy is not efficient, the extensive economic growth mode characterized by high energy consumption, high pollution and high emissions also has not changed. Therefore, In order to further improve the level of low-carbon economic development in Sichuan, we should adjust and optimize industrial structure, develop low-carbon industries, develop low-carbon technologies, improve the overall efficiency of low-carbon economic development and establish policies and regulations.
