节能减排对江苏产业转型升级的影响分析

The Effect of Energy Saving on Industrial Transformation and Upgrading in Jiangsu Province

节能减排的时代性要求日渐成为区域经济发展的资源和环境约束力,也倒逼江苏省在经济结构和产业结构方面做出调整,进一步提高经济增长的质量和效益。文章在系统分析江苏省节能减排和转型升级现状的基础上,从产业价值链横向拓展、纵向跃进及切片外移角度剖析节能减排倒逼江苏经济转型升级的机理。选取江苏省1995-2009年能源利用、污染排放及经济总量的序列数据,运用线型回归模型定量估计江苏经济增长与节能减排之间的关系,并对节能减排约束下江苏经济发展进行模拟,据此提出江苏推进产业转型升级、实现内生性节能减排的政策建议。

Nowadays the era requirement is becoming the restrain of energy conservation and e- mission reduction. It makes the Jiangsu province adjust the economic structure and industrial struc- ture, to further improve the quality and efficiency of economic growth. This paper is based on the systemic analysis of Jiangsu province energy conservation, emissions reduction and the transformation and upgrading of the status quo. Moreover, it analyses the mechanism of Jiangsu＇ s economy of the transformation and upgrade , standing at the point of industry value chain from the horizontal develop- ment, vertical leap into the outward and section analysis angle of energy saving and emission reduc- tion. It selects sequence data tracing back from 1995 to 2009 in Jiangsu province energy utilization, pollution emissions and total economic output, using linear regression model and the relationship be- tween energy saving and emission reduction of constraints Jiangsu economic development simulation to estimate Jiangsu economic growth and ward the policy suggestions which help mately realize endogenous energy saving energy conservation and emission reduction, then puts for- Jiangsu of industry transformation and upgrading and uhi- and emission reduction.
