市场机制的内在机制失灵与公民社会的自组织困境凸现了政府生态治理的主体角色。然而,以往对政府生态治理意愿与效能的塑造路径局限于政府组织层面的理念、体制与机制上。这实质上是传统西方组织理论囿于组织结构研究视角的逻辑作用结果。事实上,政府生态治理过程无法回避政府体制中的核心行动者,即地方政府核心行动者,其意愿与行为将直接影响政府生态治理的政策走向与政策效能。通过政治锦标赛模式,塑造地方政府核心行动者的生态治理意愿与合理生态治理行为,从而有效保障政府生态治理的持续性绩效。

The internal market mechanism failure and civil society self-organization dilemma highlights the main role of government in ecological management. However, in the past, shaping path of the government＇ s willingness and efficiency of ecological management are limited to the con- cept, system and mechanism on the level of governmental organizations. This is essentially the re- sults of the logic that the traditional western organization theory is confined to the perspective of or- ganizational structure. In fact, the government ecological management process can not avoid the core actors in local government system, whose willingness and behavior will directly affect the policy di- rection and performance of the government ecology management. Through shaping the mode of the political tournament, the ecological management of the local government core actors＇ willingness of ecology management and reasonable ecological management behavior can be shaped, in order to el- fectively protect the continued performance of the government ecological management.
