摘要
旅行社的分类制度是一种至关重要的制度，它在某种程度上制约着整个旅行社业的发展。我国旅行社业长期以来一直采用水平分类制度，且走过了一条政府主导型的强制性变迁的道路。在我国由计划经济向市场经济转轨的今天，我国旅行社业这种水平分类制度是否具有效率？内在机理是什么？进一步变迁的模式与途径又是什么？本文试图运用新制度经济学的制度变迁和创新理论，为我国旅行社业发展中政府干预的途径、边界及绩效分析提供一个理论框架，并指出我国旅行社分类制度进一步变迁的模式与途径。
The classification institution of travel services is a very important institution. It restricts the overall development Of travel services in certain degree. In China, the classification institution,named the horizonal division system, has been carried out for a long period of time in the field of travel services and has experienced a typically compulsory institutional change on the classification institution. The main topics of this thesis are whether the horizontal division system is efficient at the moment of China's transition from the planned economy into market economy system. What institutional change mode will be suitable for China's travel service trade? The author tries to use the institutional change and innovative theory in the New Institutional Economics to discuss the above topics.
