In the economic and market context, only those enterprises who have the ability to take the initiative to adjust and design a new operation model can stand undefeated. Monopoly industries in the national economy occupy a high proportion, but the long lag continues to expose the problems in China monopoly industries reform. Not only relatively easy in incremental reform, but is it important to reform operation mode, and it continues to be adjusted. Therefore selecting an appropriate operation mode model- technology, market, government regulation and value creating system is significant.
