As a service of public product quality, the electrical coal transportation should not only con sider the private cost but also the external costs. This paper elaborates the electrical coal transporta tionrs meaning and composition, and establishes coal rail and pipeline transport^s cost function, to ex ecute quantitative analysis and comparison from resource consumption, environmental pollution, traf fic safety and other aspects besides private cost. It shows that pipeline transport is a more economical transportation for longdistance, largescale coal transport.
