摘要
社会运行形态可以分为良性运行形态和非良性运行形态,其临界点就是突发事件的发生。根据主体的不同,突发事件中的政治动员可以分为以政党和政府为主体的动员、以社会为主体的动员和国家与社会相结合的动员。在突发事件中进行政治动员具有方式和手段持续性低、侵害私人权利和利益及阻碍法制化进程等局限性。这些缺点需要通过加强媒体对舆论的积极引导、坚持"利益兼顾"原则以及政治动员与行政应急法制化有机结合等措施加以完善。
Social operation form can be divided into benign operation and non-benign operation, and the critical point is the occurrence of the incident. According to the different subject, the political mobilization can be divided into three kinds: by the party and the government as the main body, by the society, and by the combination of nation and society. Emergency for political mobilization has the limitations of the low persistence, suppressing the pri- vate rights and interests and obstructing the legalization. We can improve it by three measures : to play the media" s role of guiding public opinion actively, to insist on the rule of "interest balance", and to unite administrative emergency legal system organically.
