我国广大的乡村依然处于封闭状态,随着大量农民工涌向城市,经过城市文明的熏陶以及打工生涯的锤炼,在对城市经济发展做出贡献的同时,自身的能力、素质和修养也在一定程度上得到了锻炼和提高,增长了自己的人力资本。返乡农民工是新农村建设的中坚力量,也是成功培育新型农民最有效的人力资源库。他们的返乡有助于把城市文明输入到乡村,必将给当前乡村的物质和精神文明带来一次较大洗礼,同时也有助于城乡统筹发展。

Most of the countryside in China are still in the closed state. As a large number of migrant workers pour into the city, after the edification of urban civilization and the training of working career, their ability, quality and civilization get a lot of improvements to a certain extent at the same time as they make a contribution to the develop- ment of urban economy. Their human capital has been increased. Returning migrant workers are the backbone of the new rural construction, they are the most effective human resource to cultivate successfully the new farmers. Their returning is helpful to input the urban civilization into the country, which will bring a great change to the material and spiritual civilization of the current countryside, at the same time it is helpful to balance the development of ur- ban and countryside.
