摘要
英国学者斯科特·帕金森提出的帕金森定律同样在高校教师职称评审中普遍存在,表现为裙带关系现象、排除异己现象、嫉贤妒能现象、中间派决定现象、黑箱操作现象、论资排辈现象等,上述现象的存在主要根源于配套制度供给和设计的不足与缺陷以及受到参与主体各方利益差别与不良组织文化的影响。应从评价标准更新设计、同体评审制度改进、异体评审制度推介三个方面进行治理。
Parkinson's Law also exists in the assessment of college teachers' academic titles.The Law shows itself in the following ways: nepotism,exclusion of outsiders,jealousy of people of worth and ability,decision-making by middle-of-the-roaders;black-box operation,arrangement in order of seniority,etc.These phenomena have been mainly caused by the inadequacy of the supporting system and the deficiencies in its design as well as the influence from the differences in the interest of the participants and the unhealthy organizational culture.These problems can be solved by re-devising the standards of evaluation,improving the system of assessment by the same subjects and introducing the system of assessment by different subjects.
