Research on the Financial Compensation Mechanism of Farmland External Benefits——Taking Yichang City for Example

耕地外部效益内在化实行经济补偿不仅有助于保护耕地,也是城乡统筹和经济社会永续发展的核心内容。本文研究耕地外部效益内部化补偿机制的理论框架,着重探讨补偿主体、补偿标准、补偿方式等构成要素,并以宜昌市为例,开展构建经济补偿机制的实证分析,为落实耕地保护经济补偿、推动城乡统筹发展等提供参考。

Internalizing the farmland external benefits by implementing financial compensation is not only helpful for farmland protection,but also the core task of rural and urban unification and the sustainability of economic society.This paper aims at researching the theoretical framework of the internalized financial compensation for farmland external benefits,and focuses on the exploring elements such as compensation subjects,compensation standards,compensation modes and it also takes Yichang for example to carry out the empirical analysis on the structuring of the financial compensation mechanism,provide the reference for the practice of farmland protection compensation mechanism and the unification of urban and rural areas.
