凉城县新型农村合作医疗现状调查

Investigation and analysis of the western counties of NRCM based on Liangcheng County in Inner Mongolia

目的:通过对内蒙古自治区乌兰察布市凉城县新型农村合作医疗现状的调查分析,为提高我国西部地区农村医疗卫生服务利用提供依据。方法:采用整群随机抽取"样本乡镇"和"样本村",机械抽样选取"样本户"做入户调查。结果:农牧民参合率达到94.57%,两周门诊未就诊率达到39.83%,未住院率65.57%,次均门诊与住院费用分别达到161.2元和4606.2元。结论:西部地区新农合的发展滞后,卫生服务利用水平低,致使新型农村合作医疗保障能力有限,建议政府应增加投入,提高保障水平,降低凉城县农牧民医疗负担,以提高卫生服务利用水平。

Objective： Survey on the current situation of NRCM in Liangcheng County, Inner Mongolia,to provide a basis to improve the health service utilization of the western counties. Methods： Randomly selected ＂sample township＂and＂sample villages＂, mechanical sampling to selected the ＂sample households＂to do the household survey. Results： The participation rate of NRCM is 94.57%,out-patient absent rates reached 39.83% past two weeks, non-hospitalization absent rates is 65.57%, the average cost of outpatient and inpatient reach Y 161.2 and ~4606.2. Conclusion： The NRCM of the western counties developed lags behind, the underu＇tilization of pastoral residents leads to the limited capacity of NRCM security. It is suggested to in- crease input and enhance compensation level so as to reduce the medical cost of pastoral residents and improve the medical service utilization level.
