我国高血压社区健康管理的问题与对策研究

Researches on the problem of health management for hypertension in communities in China and its countermeasures

目的:研究我国高血压社区健康管理存在的问题,并提出政策建议。方法:采用横断面半结构式访谈的调查方法收集全国5省高血压患者、社区卫生服务中心及疾病预防控制中心慢性病管理负责人对目前高血压健康管理存在的问题及对策的政策建议。结果:从高血压医疗保险未与高血压健康管理相结合,人员编制不足,慢性病管理经费不足等6个方面研究高血压健康管理存在的问题,并针对以上问题提出政策建议。结论:高血压社区健康管理已取得了显著成效,但还处于低水平阶段;具体管理方法还需进一步完善,这样才能够提高血压控制率。

Objective To study the problems of health management for hypertension in communities in China and put forward policy suggestions. Methods The opinions on problems of health management for hypertension and policy suggestions to improve them were obtained from patients with hypertension, persons in charge of chronic disease in community health centres and CDC in five provinces in China, which were obtained from cross-sectional, semi-structured interview. Results The problems of health management were summarized in six aspects, such as the disconnection between medical insurance and health management, insuffi- cient professionals, and shortage of funds for the management of chronic diseases. And policy suggestions were put forward to solve these problems. Conclusion Community health management on hypertension has achieved prominent effect, but it still needs to be further improved to intensify the control of hypertension.
