摘要
目的:通过对公立医院成本支撑及补偿机制的探讨,为深化公立医院改革提供参考。方法:分析公立医院补偿机制运行历程和现状,厘清医院收支结构,探讨完善补偿机制无法回避的关键性问题。结果与结论:在现实环境和经济运行状况下,公立医院深化改革的公益性理想目标的实现,无法回避其成本支撑的难题,补偿机制的完善也应建立在成本可支撑运行的基础上,使其更具科学性、可操作性和实效性。
Objectives： To give references on public hospital reform by analyzing cost support and compensation mechanism.Methods： The historical and status quo of public hospital compensation mechanism and structure of hospital revenue and expenditure has been discussed to analyze unavoidable key problems on improving compensation mechanism.Results and conclusions： Under current environment and hospital operation status,cost support is an unavoidable problem on achieving expected goal of public welfare.Compensation mechanism reform also needs to meet the precondition of cost supportable to make it more scientific,operable and effective.
