高等教育自学考试管理体制转型研究

Studies on the Transformation of Management System of Higher Education Self-taught Examination

从组织的产生、管理者的任免与资金来源三个方面分析,自学考试管理机构具有明显的行政性和非营利性组织特征。现行自学考试管理体制的存在行政管理归属缺位、地方自主权过小、缺乏组织系统性、主考学校制度和社会助学制度尚待理顺等深层次问题。笔者提出明确自学考试的行政管理归属、建立全国考办、省级考办、地市考办三级考办之间相对统一的管理体制、理顺自学考试与主考院校之间的关系、大力推广自学考试网络助学等建议。

The institution of higher education self-taught examination is administrative and non-profit from the analysis of the emergence of organization, the appointments and dismissals of managers and the resource of funds. There exist such problems in present management system of higher education self-taught examination as the vacancy of administration, not too much autonomous right of local authorities, lack of organization system, not rationalizing the relations the article puts forward relevant solutions to these problems
