新农村建设背景下农村文化公共物品建设研究——以青岛市为例

Study on the Construction of Rural Public Cultural Goods under the Condition of New Rural Construction——With Qingdao City as an Example

以青岛市为例，青岛市农村文化建设存在如下问题：区域文化发展不平衡、农村文化设施供给不足、农民主体地位缺失等问题。针对这些问题，应建立农村城乡一体化的公共文化供给体系、建立和完善自下而上的文化需求表达机制、建立多元化投入模式、培育农村文化的内生机制。

The problems in the process of cultural construction in rural areas are studied based on the example of Qingdao City. Some problems in culture construction are identified as follows; the imbalance development of different regional cultures, the provision lack of the rural culture facilities, and the imperfections of peasants＇ principle position. Corresponding advices are given; Establish urban and rural integrated public cultural supply system, improve the bottom- up cultural needs expression mechanism, establish a diversified financing model, as well as nurture the endogenous mechanisms of rural culture.
