我国农业巨灾风险管理中政府与市场的定位探讨

Study on Roles of Government and Market in Management of Agricultural Catastrophe Risks

对我国农业巨灾风险管理体系建立过程中,政府和市场应当分别处于何种地位进行了探讨。通过分析农业巨灾风险管理的性质,并结合国外实例进行研究,最终得出应当建立由政府政策主导、市场商业运作为辅的政策性农业巨灾风险管理机制的结论。

The roles of government and market in the establishing process of a- gricultural catastrophe risks management system were explored. After the charac- ters of agriculture catastrophe risks management were discussed and worldwide application experiences were analyzed, it was concluded that a policy agricultural catastrophe risks management mecha- nism which was led by government poli- cy and assisted by market businesses op- eration should be built.
