浅析小水电开发中的制度完善

Analysis of the Policy Perfection of Small Hydropower Development

小水电作为21世纪发展最快的清洁能源,得到国家高度重视,也经历了迅速发展的时期,但其开发过程中出现的缺乏整体规划,对环境破坏大,上网难,移民安置等问题都不容忽视。本文拟从政策完善角度对以上问题进行总结和分析,为小水电未来的有序发展提出一些制度上的建议。

As the fast development clean energy in 21 century,our country attaches great importance to small-size hydropower.The hydropower also experienced a rapid development of the period.But some problems we face in its development should not be ignored,such as the short of overall planning,the great environment damage,difficult in networking,resettlement.This article would sum up and analyze these problems from the angle of policy,and make some suggestions for future development of small hydropower.
