“十二五”期间上海能源发展的新形势与新举措

New Situation and New Measures of Shanghais Energy Development in the 12^(th) Five-Year Plan Period

结合《上海市能源发展"十二五"规划》,梳理和剖析了上海市能源发展面临的新形势和新问题,指出在低碳发展已成为世界经济主流趋势,结构调整将长期作为我国能源发展主线,在这样的背景下,转型发展将成为"十二五"上海市能源发展的必然选择。分析了"十二五"期间上海市能源发展阶段性特征,并通过"十一五"和"十二五"前后两个不同时期的对比,阐述了"十二五"上海市能源发展在能源供应保障、能源结构优化、节能减排工作、能源产业发展这四个重点领域的"转型"新举措。

With reference to ＂Shanghai＇s 12th Five-Year Plan for Energy Development,＂ this paper organizes and analyzes new situation and new problems confronted Shanghai＇s energy development, points out that in the context of low carbon development as mainstream of world economy and energy structure adjustment as long- term main line of national energy development. Transformative development has become the inevitable choice for Shanghai＇s energy development in the 12th five-year plan period. By comparing the 11^th five-year plan with the 12^th , characteristics of Shanghai＇s energy development in this period are analyzed; new measures for assuring energy supply, optimizing energy structure, energy saving and emission reduction, energy industry development during the 12th five-year plan period are illustrated.
