现有无线电频率分配方式研究

Research on Methods of Existing Frequency Allocation

为了更加科学合理地分配有限的频率资源,首先对国内外现有的政府直接指配和以市场机制分配的各种无线电频率分配方式进行分析比较,总结出各种分配方式的优缺点。然后根据我国国情,提出了对商用频段频率资源市场化配置适宜采用招标的方式,对非营利业务适宜采用政府直接指配的模式,而对商业价值低但申请者多的频段采用专家评审模式,对有大量社会公众用户的频段采用用户公用模式的无线电频率分配方式。

In order to allocate frequency much more scientifically, we firstly discuss the methods of existing frequency allocation all over the world, and then summarize the advantages and disadvantages of different forms of frequency allocation. Finally, we propose some methods which are adequate for China＇s conditions.
