On the Legal Dimension of Citizens' Right for Education

受教育权作为人权的重要组成部分,是实现人的全面自由发展和提高国家政治民主水平的一项基础性权利。对公民受教育权保障的关注是人类社会进步和发展的必然要求。在受教育权的保障上,国家承担着重要责任和义务,需要在立法、执法、司法三个层面构建公民受教育权实现的法律机制。

The right for education, as an important part of human rights, is a basic right to achieve the full and free development of the people and improve the level of the country＇s political democracy. Concern for the protection of citizens＇ right for education is an inevitable requirement of the progress and development of human society. To protect the right for education, the country holds important responsibilities and obligations to build legal mechanisms for implementation of the citizens＇ right for education on three levels： legislation, execution, and jurisdiction.
