摘要
借鉴域外罕用药法律的经验,从公平正义、保护公民健康权的角度,提出明确罕用药的认定标准、建立罕用药事务管理局及完善罕用药研发、注册和费用分担的法律制度。
This paper describes the policy of orphan drugs legal system abroad, and from the perspective of fairness, justice, and civil health protection, comes to the conclusion that we should better establish the criterion of orphan drug, the organization of management of orphan drug and regulations for developing andregistering of orphan drug in China.
